State troopers called from vital duties elsewhere are just as bored. From Brownsville upriver to Del Rio and alongside highways leading northward out of the Rio Grande Valley, the black-and-white SUVs are ubiquitous. With little else to do, some 1,600 troopers at any one time are either stopping motorists and truckers for broken-taillight-style traffic violations or they’re parked, often in pairs, every quarter mile or so.

The inspector general of the U.S. Treasury Department opened an inquiry into Abbott’s fiscal sleight of hand a day after U.S. Reps. Joaquin Castro, D-San Antonio, and Valerie Escobar, D-El Paso,If the inspector general agrees that the money doesn’t satisfy the rules placed on its use — the money was meant to repay public funds used to help Texans stay healthy during the pandemic — then Uncle Sam may ask for the money back.

Of course, those are rhetorical questions. Vying for a third term, the governor has a campaign to run.
