In Iowa’s equivalent of the State of the State address , Reynolds recalled the opposition and “hysteria” she faced when trying to reopen public schools. The COVID-19 pandemic, which so far has killed nearly 7 million people globally, has had significant political fallout already in the United States. Donald Trump’s inability to manage the outbreak and its economic downfall may have cost him the 2020 election. At the grass roots, the refusal of teachers unions locally and nationally to reopen schools stoked the anger of parents across America and led to sweeping leadership changes in school boards.

The public-school establishment recoiled at Arizona’s expanded Empowerment Scholarship Account, vowing to roll it back with a ballot initiative. Likewise, it is pushing back in Iowa.
