WASHINGTON—The familiar politics of taxation—in which Democrats push to raise taxes on high-income people and Republicans resist—turned topsy-turvy Tuesday.

House Democrats worked to build their case to reinstate a tax break whose beneficiaries are concentrated in high-income, high-tax districts that are increasingly voting Democratic.
