Supporters of the ban say declawing hurts the cat and leaves it unable to defend itself.
Cat owners could still file or trim their pets’ nails, but cutting or modifying the tendon in a paw to prevent the extension of a claw or normal functioning of one or more claws would be outlawed.
Veterinarians and veterinary technicians would be subject to professional discipline for illegally declawing a cat, which would be considered animal cruelty., under which veterinarians could be fined up to $5,000 for a first offense and up to $10,000 for a second offense.
