A Dallas program aims to discourage begging on street medians by offering panhandlers help. It doesn't seem to be working.
Out of 80 reports, only five people have successfully received aid. The city is considering other ways to discourage panhandling.
One accepted a ride to a mental healthcare provider, another accepted a lift to a homeless shelter, and three were successfully placed in housing. Legrat allowed the city to put him on a list for housing but feels doubtful anything will come of it. “We do have to live in this tension and realize it’s not perfect,” said Crossley. “But if we never did anything out of fear of taking baby steps, we’d never get anywhere.” In Oden’s view, they’ve had “some success” but not as much as he’d like, in part because of hostility some feel toward the city. “I used to be bothered by it, but now it’s so tiring,” he said about his interactions with the city and cleaning crews. “When they show up, you just grab what you can.”
“I want him there. He’d rather be out here with me, but he can’t, he’s too old for that,” he said. “I don’t like to be around a lot of people like that.” “Many of these people are service seeking and have interactions with many of the organizations the city is telling them to go to,” said Dr. Lebovitz. “But they don’t do it in conjunction with the city or do it while being monitored by the city.”
Homelessness is also on the rise in Dallas, he said, which while not directly correlated with panhandling may lead more people to see it as a viable option to support themselves.The City Council will consider adopting a stricter ordinance and implementing new infrastructure to prevent panhandling later this summer.but that ban is not always strictly enforced. The activity is constitutionally protected as freedom of speech.
