TJJD houses minors found responsible for felonies, including aggravated robbery, burglary or aggravated assault. As of May, the population hovered at around 570 youth – one of the lowest levels in the last decade,In the meantime, TJJD said counties must pick up the slack. But local juvenile departments say they are already stretched.
The state agency’s problems were apparent at the local level even before the halt. One child in Dallas County has been waiting to move since a sentencing on May 2, said Darryl Beatty, executive director of Dallas County Juvenile Department.The Dallas County center has 232 beds and, as of Friday, 175 were filled. Dallas County contracts with 21 counties without their own detention centers, Beatty added.
“I fully recognize that our biggest risk here is a youth who should be detained is in the community and commits a horrific violent crime,” Carter said in a letter to county leaders last week.Staffing problems aren’t just at the Texas Juvenile Justice Department. Local juvenile detention centers are also struggling to hire and retain staff, said Hadnot, who called for more state funding to “expand regionalization” and “bolster currently unoccupied beds” in local facilities.
“It’s a very tough situation with the state’s door being closed and resources locally already being strained,” Hadnot said. “It just exacerbates a really, really bad situation for a system already in trouble.” State juvenile detention facilities keep youth in their rooms for up to 22 hours a day because there’s not enough staff to watch them elsewhere, Carter told lawmakers last week.
