Hyndburn Council is preparing Compulsory Purchase Orders to buy the two buildings if necessary
An East Lancashire local authority is ready for force business owners to sell their interests in two heritage buildings to ensure its £70million transformation of the borough’s main town centre goes ahead on time.
This will see three key buildings used as the heart of a comprehensive ‘Accrington Acre’ redevelopment. They are the historic market hall, owned by the council, Burtons Chambers and the Market Chambers.Now the council is preparing Compulsory Purchase Orders to buy the latter two buildings if necessary. The Market Hall is to be transformed into a food and drink destination
Cllr Parkinson told the meeting of senior councillors on Wednesday that negotiations to acquire the two buildings not owned by the council were going well but the CPOs were needed as a ‘backstop’ if the talks stall. In report to the cabinet authorising work to start on the order for Burtons Chambers he revealed the council had a budget for compensation and acquisition payments to avoid the need to use compulsorily purchase.
“CBRE, a nationally-recognised property services consultant, have been in regular discussions with the owners of Burtons Chambers and Market Chambers throughout 2022 and into 2023. CBRE submitted heads of terms to the owners of the various interests in Burtons Chambers and Market Chambers who have entered into a dialogue with a view to enabling the council to acquire these by agreement.
