Emergency services raced to Chalmers Street in Dunfermline after the alarm was raised at around 10.10pm on Wednesday.
Pictures taken from the scene revealed fire crews battling the inferno in the communal area of the property on the street.
Officers from Police Scotland have now confirmed they are treating the fire as 'wilful' and they are following a positive line of enquiry. "There are no reported injuries. The fire is being treated as wilful and officers are following a positive line of enquiry."
