Those options include grading a 17-mile-long, 24-foot-wide patrol road in Webb County and installing 82 towers, each 80 feet tall, topped with surveillance cameras, in the Border Patrol’s Laredo Sector, which includes Webb, Zapata, Duval, Jim Hogg and LaSalle counties. Congress in 2019 appropriated $1.375 billion that must be spent on wall construction in Webb and Zapata counties. Officials won’t say how much is left in the kitty; Republicans in March defeated a Democratic effort to rescind $2 billion in leftover border wall funds, but that sum included money for other regions. The administration’s position,, is that by spending that money on environmental assessments, officials are using it as Congress intended.
Azteca’s gridded, narrow streets are tucked in between U.S. 83 a few blocks north, Interstate 35 and a sprawling customs station to the west and a water treatment plant just across the Zacate Creek. On the other side of the Rio Grande are palm trees and Nuevo Laredo’s busy Avenida Luis Donaldo Colosio. On a recent afternoon, Border Patrol vehicles could be seen on the floodplain, and a young man in National Guard camouflage fatigues cruised the neighborhood in an unmarked SUV.
“The only difference between the world that we live in and the world that they seek to live in is the timeline of the construction of a barrier system in the Laredo Sector using fiscal year 2020 funds,” Thomas Byron, a senior DOJ appellate attorney, told the appellate judges. “The real question here is how quickly construction will begin on the project in the Laredo Sector.”
