History has shown Russians are inclined to use these weapons of mass destruction. The Soviet military, and by extension the Russian federation military, have chemical utilization as a part of their military doctrine. They consistently train for its use on their modern battlefield.

Experts agree Russia’s objectives in developing Novichoks were to have weapons undetectable to tests and that could breach NATO military protective gear.Sadly, in the past five years, the Russians have supported their chemical weapons use in both military and nonmilitary settings with significant consequences. They have overtly supported the Syrians in their proxy war with chemical weapons. They appear to recently have sanctioned two assassinations aimed to silence Kremlin critics.

Since the end of the Cold War, there has been a collective global concern over the development and use of chemical weapons. This ultimately led to the, an international agreement effectively banning chemical weapons use, production and stockpiling. There are 193 state signatories that include the U.S. and Russia. The treaty created the Organization for the Prohibition of Chemical Weapons to provide unbiased third-party lab confirmation testing and to monitor stockpile destruction.
