The department, in a coordinated effort with the Ohio State Highway Patrol, conducted its first major crackdown in years, arresting 15 riders on felony charges, citing 30 others and seizing some 15 vehicles.
CLEVELAND, Ohio — Cleveland officials dramatically changed course this weekend on a hotly debated topic that raged in the city for more than half a decade: how to handle the packs of dirt-bike and ATV riders who rip through city streets.
He also said police tried to attack the issue differently. Instead of launching into a chase in the middle of a ride— which sometimes can involve more than 100 riders— officers instead arrested the group’s members as they met up, before the ride began. Police, under former Mayor Frank Jackson, took a more measured approach at curtailing the vehicles on city streets. Jackson’s administration officials viewed the riders as less of a menace. Riders enjoyed a hobby, but one that came at the expense of safety— for the riders and other drivers, they believed.
Arrests, especially largescale operations like Saturday’s, were rare. Calls for a harsher crackdown on the dirt-bike riders grew louder, from residents on social media and Cleveland City Council members, especially as videos surfaced of large packs riding through downtown and Interstate 90. Officers swooped in and made several arrests, while some riders fled. Officers also conducted short chases, Drummond said, including 15 that resulted in a felony arrest on charges of fleeing and eluding. Two ended up injured— one in a head-on crash on an Interstate 90 on-ramp and another in Parma— after officers stopped chasing, he said.
City Council also joined the effort against dirt-bike riders. Council on Monday passed legislation increasing penalties for dirt-bike riders, the second time it has done so since 2017.and The Plain Dealer that increased enforcement is necessary.
