In the first consent decree monitoring team report under new monitor Karl Racine, the report criticized Cleveland police for failing to implement a culture change in how it approaches community-oriented policing.
CLEVELAND, Ohio — Cleveland police officials are struggling to roll out a culture-changing philosophy that would change the way officers deal with neighborhood problems, a new report says.
“CDP must focus on the biggest challenge ahead: changing the culture of the organization such that it embodies and embraces Cleveland.com and The Plain Dealer reached out to city officials for comment. It says the department fundamentally misunderstands the goal and what constitutes community-oriented policing. For the first six months of the year, officers properly documented efforts just 13% of the time, the report said.
“Poor classroom instruction and management demonstrates a lack of progress in terms of implementation and sends the message to officers that forging enduring community partnerships and identifying and developing strategies for sustainable solutions are not priorities for ,” the report said. “The challenges described above are organizational in nature.”
The Office of Professional Standards, the city agency that investigates civilian complaints against officers, and Internal Affairs don’t have enough officers and don’t investigate cases in a timely manner.
