City Attorney Mike Feuer calls for tougher rules for pregnancy centers that fail to offer abortions
Los Angeles City Attorney Mike Feuer on Thursday, Aug. 4 unveiled a proposed city law aimed at deceptive, misleading and false advertisements by pregnancy service centers that purport to offer a range of reproductive health services, including abortion, but in fact do not.
“The bottom line is, when it comes to reproductive choice, time matters when it comes to reproductive choices, truth matters,” Feuer said Thursday. In 2016, Feuer’s office, working with then-councilwoman Nury Martinez — now president of the L.A. City Council — pursued a crackdown against several pregnancy centers under a new law known as the FACT Act, in which posted notices had to disclose information about free or low-cost family planning services, prenatal care and abortions. Feuer and Martinez accused the clinics of not complying with the new law.
According to Feuer’s proposed city ordinance, it is more difficult to seek legal remedy under the state’s false advertising law because the aggrieved party has to show that they suffered financial harm. “I anticipate that the council, which has a great interest in this issue and has actively pursued ideas on this issue, will be taking up the matter soon — but I don’t have any specific commitments from individual council members at this time,” Feuer said. “I’m very hopeful, however, the council will do that. I know where the heart of the council is on this issue.
