The People's Republic of China is planning a diplomatic mission to North Korea following international outrage at Kim Jong Un's intention to visit Russian President Vladimir Putin.
National Security Adviser Jake Sullivan threatened retaliation if the two world leaders strike a weapons deal during a press briefing.
