The Texas Food and Fuel Association, which has been lobbying for the legislation, said existing liquor laws are confusing for consumers who are looking to buy ready-to-drink cocktails. “It makes no sense that consumers can come into our stores and pick up malt-based seltzers but can’t do the same with their favorite spirits-based canned cocktails,” Paul Hardin, the president and CEO of the TFFA, said in a statement.
