Across the state, dozens of youthful offenders are moving back to their home counties to finish their sentences. A hearing last week in a Scripps Ranch murder case shed light on the county's scramble to patch together programming

California announced three years ago that it would close the facilities that house the highest level of youthful offenders — minors convicted of murder or other serious crimes — and send them back to their home counties to serve their sentences.Not all of the classes and services the Probation Department needs to provide the returning youths are in place. And the facility where the youths will live is still being remodeled.

Nelson cited two reasons for the delay: the county has had to wait for state money and it has had difficulty finding an outside organization to provide rehabilitative services the youths need. A lack of services locally led Attridge, his attorney, to look for options outside the region. Last Monday, a San Diego judge agreed to let the young man leave San Diego for a less-restrictive program in Los Angeles offered by a nonprofit that helps juveniles transitioning out of custody.
