ACLU celebrates new agreement; police union warns of ‘blowback of reform’

Attorney General Rob Bonta speaks about a new agreement with the city of Vallejo at a Monday press conference. The California Department of Justice alleges that Vallejo police have violated people’s constitutional rights for years, engaging in “biased policing,” “using unreasonable force” and conducting illegal traffic stops and arrests — all with inadequate oversight and accountability.

In addition to maintaining a “pattern and practice of excessive and unreasonable force” and “using enforcement strategies that disproportionately impact people of color,” the police department, according to the state, has engaged in “unreasonable stops, searches, arrests and seizures.” When that contact expired in June, however, the city had successfully implemented just a fraction of those reforms. As of Monday, more than half of the changes — 25 out of 45 — remained incomplete.that it would be pursuing legal action against the city because of these delays. That promise crystallized into the civil complaint filed Monday alongside a stipulated judgment, also known as a “consent decree.

The city will be responsible for all costs associated with the evaluator, who has not yet been selected.Throughout this process, the city will have to continue meeting its obligations to the Vallejo Police Officers’ Association. The VPOA said in a statement that it supports all 45 changes originally recommended by the OIR Group.

“A city of 125,000 residents has a paltry 75 police officers in total and calls for service wait for days. A City of this size needs well over 130,” the VPOA stated. “The blowback of reform will further play out and if past consent decrees indicate anything it’s that only the citizens of Vallejo will be left behind in the process.”Avi Frey, deputy director of the ACLU of Northern California’s criminal justice program, celebrated the new agreement in an interview.
