Christopher W. Heitman, 45, of Cape May, was operating a 17-foot boat about 2:20 a.m.
when he struck the pipe, which had broken free from its mooring and entered the harbor, according to Trooper II Charles Marchan.The passenger was able to climb back onto the boat and a good Samaritan in another vessel helped recover Heitman, who was unresponsive in the water, according to the U.S. Coast Guard.
