Judy Long moved to Houston in 1970 with a toddler in tow and immediately took an interest in the local school district — she wanted to make sure that her children would be in good hands.

Kelly Frels, who served as HISD's primary legal counsel between 1970 and 2008, remembers when Reagan called him into his office soon after starting the job to lay out his plans for desegregation — they would create schools and programs with special curriculums that focused on arts, sciences and other specialties, and have parents apply on a voluntary basis.

Reagan put together a task force that included critics of HISD to help accomplish the vision, according to Frels, which was eventually approved by the Justice Department and the Mexican American Legal Defense Fund and the NAACP, which had filed suit against HISD.

Reagan also did a"heck of a job elevating minorities into leadership positions," Henry said, and his legacy lives on in the Billy Reagan K8 Educational Center in southwest Houston. "It was honor to share him with the City of Houston and I was proud of the work he did," Cornett said.
