President Joe Biden is pushing ambitious plans for tackling climate change by weaning the U.S. off fossil fuels — but he’s also taking short-term actions that would make it cheaper and more convenient for Americans to keep driving their gas-powered cars

. They’re also sowing frustration among green groups, which say Biden is undercutting his climate strategy and sending mixed messages about the urgency of lessening the nation’s reliance on oil and natural gas.

The groups also note that climate activists make up an important part of the base that Democrats will need to turn out for next year’s midterm elections, which are expected to be brutal for Democrats. “We can do two things at once,” a White House spokesperson said in an email, speaking on condition of anonymity so he could speak freely. “Achieve our climate goals while ensuring the energy transition is one that takes into account the interests of the middle class, who experience changes in energy prices very directly, and meet global energy needs as the economy recovers from the pandemic.”

However, the infrastructure package the Senate passed on Tuesday is a sharp contrast from Biden’s initial American Jobs Plan. That $2 trillion proposal would have plowed even more money into trains and public transit and steered funding toward fixing existing highways, not building new ones that could encourage more driving.

The bill also cuts in half Biden’s proposed spending goal for electric vehicle charging stations and completely eliminates funding for electric vehicle tax credits. Small concessions to fossil fuel interests are littered throughout the bill, including $5 billion for electric and low-emissions school buses
