Trump has been criticized for his administration's slow response to the pandemic. The president has downplayed the severity of the illness and tried to dodge responsibility for its spread, even trying tofor unspecified changes that"complicated" the ability of officials to roll out testing during epidemics.

FactCheck.org noted that Obama oversaw no changes to CDC operations that"complicated" the response to H1N1.
