Rocky River authorities have asked Cuyahoga County prosecutors to review the case of a school principal who parents say shared alcohol and smoked cigars with students, a new police report says.
Rocky River police have investigated whether Heath Horton, the top administrator at Kensington Intermediate School, should be charged with contributing to the delinquency of a minor, according to a 66-page police document obtained by cleveland.com and The Plain Dealer on Saturday.The report indicates that police detectives seized Horton’s cell phone with a search warrant and had it analyzed. The report, based on interviews, indicates Horton drank alcohol with youths at his home in Elyria.
Michael O’Shea, the law director of Rocky River, said the report was submitted to Cuyahoga County prosecutors for review. He declined further comment.“I believe the investigation shows that Dr. Horton did not commit any criminal activity,” Zukerman said. “I believe this is a campaign to smear Dr. Horton because they illegally leaked the report to the press.”Prior to serving at Kensington in 2021, Horton, 42, was the vice principal at Rocky River High School.
The woman said her son rarely replied to the text messages, but when he did, it was for an invitation to drink, according to the police report. Her son would not give her a complete answer when she questioned him about the text messages with Horton. Horton was placed on leave immediately after district officials were notified of the complaint. A letter was sent out to parents by the school district’s superintendent, Michael Shoaf, to notify them of the investigation.
