The group Pappas led stands to narrowly lose the final round of bidding by a score of 85.6 to 85.2.

He and others have argued that Areas won because it offered a substantially higher share of revenue to the city. Areas has offered 22 percent of its sales to the Houston Airport System, whereas the Pappas-led group offered 15.5 percent.currently in Hobby Airport. In their place, Areas has proposed a group that includes The Spot, Killen's BBQ, SpindleTap Brewery, Starbucks, Longhorn Steakhouse, Yard House, Pei Wei Asian Kitchen, Throughgood and Clutch City Coffee.

The city has not publicly released rankings from the earlier rounds of bidding that were scrapped, including one that was tossed last year “due to comparatively close scoring.” Airport and procurement staff gave council members presentations on those rounds, but did not hand out scoring sheets, and council members were not allowed to take photos of the presentation.

This time, though, Pappas is waging a full court press, showing up to speak at City Council meetings, hiring a lobbyist to rally council members, and urging supporters to sign an online petition.
