CLEVELAND, Ohio – For years the Cuyahoga County ADAMHS Board has offered to reimburse employees up to $1,000 per year for various “trainings and conferences” as part of its bargaining agreement. But the county recently called the practice into question when the Board tried to apply the credit to golf lessons.
The Alcohol, Drug Addiction and Mental Health Services Board initially defended its broad interpretation of its wellness initiative, arguing that it was meant to help staff pursue hobbies or other professional or personal development, including golf lessons. But CEO Scott Osiecki said the Board has since dropped the request and narrowed the policy, after the county’s Fiscal Officer Michael Chambers twice declined to pay for what he saw as improper use of public funds.
