OPINION: The events of this week only hint at the deeper and more consequential tragedy. Congress is broken.

Depending on your investment in the current parties or the country or your general mood, you might consider the past few days a tragedy. Or you might see it as a farce. Either way, the new and narrow Republican majority couldn’t agree on an answer to one of the most basic starting points of politics: Who’s in charge?But the events of this week only hint at the deeper and real farce or the fuller and more consequential tragedy. Congress is broken.

In Federalist No. 51, James Madison noted that to maintain the constitutional separation of powers, “Ambition must be made to counteract ambition. The interest of the man must be connected with the constitutional rights of the place.” Officeholders must see the fulfillment of their personal ambitions in the furtherance of the branch in which they serve.

Yet, Congress has ceded most of its lawmaking power to either the president or administrative agencies. In the laws it does write, it posits broad, even vague goals, then allocates the concrete determinations to these other governmental officials. Some of the blame falls on the fact that we have allowed our government to expand to the point that Congress might be unable to keep up with the regulations demanded by so massive a political albatross.
