Ombudsman critical of NHS trust and council
Mental health and town hall bosses rapped over £8K bill which caused 'avoidable distress and worry'Mental health and town hall bosses have been rapped for causing a man and his family eight months of ‘avoidable distress and worry ’ over an £8,000 bill for supported living they had not been warned about.
When Mr D was discharged from hospital to the supported living tenancy in October 2020, Mr F said his son was ‘not helped to understand the tenancy agreement before he was asked to sign the form’. The Ombudsman’s report went on: “Mr F said that none of the organisations involved took the time to explain the community care charges to Mr D or his father, as he was acting as Mr D’s appointee.
The MHA code says: “The care plan should be prepared in close partnership with the patient from the outset, particularly where it is necessary to manage the process of discharge from hospital and reintegration into the community.” The Ombudsman said: “The document provided by the Trust is complete in some areas, but incomplete in others.
"This was also likely to leave Mr and Mrs F with uncertainty about the adequacy of their son’s support arrangements when he was discharged from hospital.” The Ombudsman continued by saying the available evidence showed that the council and the Trust did not make Mr D aware of charges he would need to pay towards the support element of is tenancy before he moved into the property.
The Ombudsman went on to say that the Trust and the council should have provided a ‘coordinated response’ when Mr F complained.
